ACS Professional Staffing is looking for a full-time employee to work on-site with our client. The Electrical Engineer 3 position is in the Power Test and Energization (TETC) group within the Commissioning and Testing group in the Transmission Services (T) business line. The position will work closely with SPC, Operations, Construction electricians (internal and contract), Design, and external customers to commission new high voltage substation equipment, as well as control and relay circuits In addition to tracking the full scope of the individual projects, this position will troubleshoot circuits and correct designs. The position involves up to 95% travel to field locations which is frequent and sometimes over long periods of time.The position is located out of Vancouver, WA.

Review, troubleshoot, and correct relay design, RAS (Remedial Action Schemes) and Data systems design, Outdoor design, and Telecommunications design.
Work with and understand live circuits that protect and control 500 kV and below.
Review and facilitate trip checks and in-service checks prior to releasing equipment to operations.
Facilitate schedules and crews of up to 10 electricians on a project.
Facilitate and track construction projects on-site (time and budget), including scheduling required outages (time and duration) through outage coordinator, and verify materials arrive on site.
Provide project planning support (creating step plans, or discussing outages to engineers, craftsman, internal/external customers, and others to discuss existing or potential engineering projects.
Provide training support (developing training criteria, or explaining content for new Commissioning and Testing Engineers).
Attend and facilitate project scoping meetings, providing expertise on recommended changes to project requirement specification diagrams based on technical and operational issues.
Implement and apply electrical engineering processes and procedures to assigned projects based on technical research and testing.
Review reports from other project engineers, outline and providesfindings and recommendations from the analysis allowing the manager to understand and propose the steps needed to maintain a safe, reliable and compliant power system.
In connection with various types of work, prepare and review written work plans/functional tests.
Review data from monitoring equipment to analyze the response to events on the Transmission System.
Document all relay settings in compliance with the process and procedures.
May be required to do occasional line phasing which involves using a hot stick from a bucket truck to test whether the line is in/out of sync.
Propose field labor hours estimates and develop outage/transition plans to facilitate project implementation.
Bachelor’s Degreein Electrical or Electronics Engineering or a directly-related engineering degree isrequired.
10 years of experience and knowledge of electrical engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system arerequired.
The required 10 years of experience must include either:
1 year of previous engineering testing, commissioning, or field experiencerequired or:
2 years of engineering technician experience testing or commissioningrequired.
