This position is located in Real Time Study Desk (TORS) organization of Real Time Operations, Transmission System Operations, Transmission Services, Bonneville Power Administration (BPA). Real Time Operations operates and controls the BPA transmission system and federal generation. It operates two Control Centers, Dittmer Dispatch and Munro Dispatch. It provides the NERC defined Transmission Operator (TOP) and Balancing Authority (BA) roles for BPA. It provides an electrically safe work environment for field crews; controls voltage on the transmission system; directs and controls power system stability controls; and arranges transmission and communication system outages for the BPA transmission system to allow the construction, maintenance, and repair of facilities. Determines the priorities and directs field crews in the emergency restoration of electric service, authorizes and provides emergency assistance, authorizes and requests emergency assistance, and coordinates BPA system operation with interconnected utilities. During transmission system emergencies, this function exercises broad authority to arrange for purchases, hires, or loans of equipment, materials, and resources as needed or arranges for the delivery or receipt of power or energy to prevent disruption of services or to restore interrupted service. It provides operational expertise for NERC and WECC Compliance standards, including the development of standards, documentation of compliance, and identification of potential standard violations.
A successful candidate in this position will perform real-time, current day, and next day Operations Studies/ Analysis. One Real Time Study Engineer is on shift at all times in 12 hour rotating shifts to provide advice based on this analysis to BPA dispatchers during real time conditions.

As an Electrical Engineer, you will:
- Conduct engineering studies for electrical power systems.
- Observe system conditions in a real-time simulator environment in order to analyze current-day and next-day operations under normal or emergency conditions.
- Perform contingency, voltage stability, and transient stability analysis to inform and support BPA Dispatcher operations.
- Review and validate unusual real-time contingency analysis results, such as unsolved contingencies, excessive limit exceedences, or islanding contingencies.
- Use existing power flow models or develops new algorithms to test system performance and determines whether systems anomalies are the result of an actual problem or faulty data models.
- Design or direct the development of unique or leading-edge technology for the study of the Electrical Power System.
- Work with other engineering groups and serves as subject-matter expert to develop improved tools to support real-time analysis capability.
- Develop algorithms and specifications for technology innovation projects that are ultimately contracted out to a vendor for implementation.
- Analyze and interpret real-time, current-day, and next-day analysis results; make decisions based on limited information and provides actionable information based on knowledge of existing operating instructions, study results, and expert judgment.
- Provide real-time guidance to BPA Dispatch on system operating limits and actions necessary to ensure reliable operation of the FCRTS following unplanned events.

- The position is identified as a BPA Transmission Function employee under the FERC SOC non-discrimination rules and is required to complete BPA’s mandatory Standards of Conduct (SOC) training.
- The position is identified as one of the DOE Mission Essential Functions (MEFs) responsible for providing continued operation of a safe and reliable transmission system under altered or degraded operating conditions. During an event, the incumbent is required to report to a remotely located facility when the primary duty station is not available. As a designated MEF the incumbent must provide accurate and up-to-date contact information, and must sign the Emergency Relocation Group (ERG) memorandum acknowledging the designation as an ERG member.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

A. Degree: Engineering.To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of Education and Experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional Registration or Licensure-- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. —OR—
- Written Test-- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.—OR—
- Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.—OR—
- Related Curriculum-- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. SPECIALIZED EXPERIENCE REQUIREMENTS
In addition to the meeting the Basic Requirements, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service.
Specialized experience for this position is defined as: Experience applying advanced theories, concepts, and methods to plan and conduct engineering studies and analyses for an electrical transmission system in order to analyze current-day and next-day operations under real-time conditions.
There is no substitution of education for experience at the GS-13 grade level, you must meet the experience requirements.
